此句結構是“It is+形容詞+to do sth. ”， 意為“做某事是……的”。
動詞不定式作主語時，常用 it 作形式主語，而將動詞不定式放在謂語或表語之后。如果要說明動詞不定式的動作是誰做的，可在動詞不定式前加for sb.，作動詞不定式的邏輯主語。
學會一門外語(對我們來說)是不容易的。
It is not easy (for us) to learn a foreign language.

too…to…意為“太……(以至于)不能……”。too后接形容詞或副詞， to 后接動詞原形。如：他年齡太小，不能去上學

She is too young to do the work. →She isn’t old enough to do the work.
She is so young that she can’t do the work.
